Our Program:

program's name: Capacity development of non-profit organisations (NGOs) in order to strengthen their participation in the regional policy development.

responsible: Balázs Gerencsér and Judit Oprics

brief description:

The main aim of the programme is to strengthen the civil organisations and the social consultations in the regional decision-making, in establishing development programmes and plans, namely to activate the NGOs, to reactivate the existing co-operation forms and to establish the consensual regional consultation systems.

description:

Our programme is doing activities related to the promotion of the public participation of the NGOs focusing on the central region of Hungary (Central Hungary).

The Central Hungarian region is in a special situation in Hungary.  The fact that Hungary is highly capital-centralised is manifested in the civil sector as well. The majority of the NGOs carrying on national and international activities operate traditionally in Budapest and in the surrounding Pest county. (One-third of the entire population is also concentrated on this region.) The great number of the policy decisions, the information and the socio-economic related events is considerable.

The number of the actual regional civil co-operation is extremely low both in the examined region and in the other six regions of the country and these are mainly concentrated on the regional development. Furthermore it is also a common observation that the operation of the established consultation forms (like the Civil Consultation Forum in the regional development) is jamming or does not run at all.

Objectives and main areas of activity:

-          mapping the regional – with special focus to micro regions in Central region) – consultations and cooperation frameworks: collecting information about regulated and not regulated, working and not, started and only needed consultation and policy development processes. Producing summarising analysis.

-          Introducing best practices about the effectively working cooperations in the region (micro-regional and sectoral levels), which can be applicable in other regions in Hungary and outside.

-          Assisting start and strengthening of consultations in policy developments through forums and expert meetings, which creates basis of connections between partners for long-term common work.

-          Model programs – working out model programs and support their application about concrete tasks and steps of dialogue in policy development, which are practically applicable for actors in both sides.

-          Summarising experiences, publishing model programs in booklet, and disseminating background materials and actual information on open actions on frequently visited website in order to facilitate knowledge and preparedness of the potential actors of dialogues.

-          As an effect to raise awareness of NGOs and authorities on the importance and benefit of involvement of multiple background and views in policy development.

Target group:

Directly the NGOs of the region, indirectly the population of the region as well as the NGOs of other regions.

Directly the regional public administration organisations, indirectly all the participants of the public administration and of the political decision-making in Hungary.

Directly the already operating regional consultation forms (civil consultation forums).

All the partners (indifferent from the sector and country) involved on the regional level on the basis of the recommendations existing as a result of the programme and on the practically applicable models
